Request for Expressions of Interest: Data Quality Review Services Consultant (Monitoring and Evaluation)

The programme invites consulting firms to carry out a data quality review: an independent review of the proposed indicators and the administrative data systems that will feed the monitoring and evaluation plan, with practical actions to close gaps (reference SIHHBDP/ME/C026/QCBS/2026). The assignment is expected to take about six months.

Firms need available financial capacity of at least USD 19,000, at least five years of experience in M&E data quality reviews or assessments for donor or public-funded programmes, and at least one assignment in the Sub-Saharan Africa region.

Request the detailed scope by 13 November 2026; send clarification questions by 5 November. Submit by 16 November 2026, 1:30 pm SAST.

Applications are for consulting firms, scored out of 16 points; only firms scoring at least 12 are shortlisted. Submissions are addressed to the Acting Chief Executive Officer, SIHHBDP-PIU, 3rd Floor, Letsie Office Park, Constitution Road, Maseru 100, by email only. The password for the PDF is sent separately after the stated time, and late submissions are not accepted. The PIU may accept or reject any or all expressions of interest.
